Yes. EU citizens have exactly the same property rights as Cypriot nationals and can purchase any property without restriction. Non-EU citizens may purchase up to two residential properties (or one house plus one apartment) with approval from the Council of Ministers — a process that is straightforward and typically takes 6–8 weeks for holiday homes and investment properties. Non-EU buyers can also purchase commercial property without restriction.
